Ho Chi Minh Deputy Principal Officer Angela Dickey delivers remarks at the Ho Chi Minh City launch of the 2008 Provincial Competitiveness Index (PCI), a joint project of the US and Vietnamese Governments.  The PCI ranks the provinces of Vietnam as to how well they are performing in creating a business-friendly environment.  Also participating in the opening were Mr. Vo Tan Thanh, Director, Vietnam Chamber of Commerce and Industry, Ho Chi Minh City branch, and Mr. Tran Huu Huynh, of the national office of Vietnam National Chamber of Commerce. Developed by the Vietnam Chamber of Commerce and Industry (VCCI) in partnership with the U.S. government under USAID's Vietnam Competitiveness Initiative (VNCI), the PCI is now in its fourth year.  It measures economic governance based on each province’s business environment for private-sector development.
