January 1980:Orderly Departure Program (ODP) established
December 1987:

Amerasian Homecoming Act signed into law

July 30, 1989:The U.S. and Vietnam sign a Joint Agreement on the resettlement in the U.S. of released re-education camp detainees and their close family members
September 30, 1994:

Registration deadline for all ODP subprograms (exception: Montagnard re-education camp detainees had an extended deadline of June 30, 1997)

June 30, 1996:

Deadline for registration for Resettlement Opportunity for Vietnamese Returnees (ROVR) consideration

January 1999:

USG authorizes resumption of processing of former U.S. Government employees

July 1999:

Consulate General HCMC begins processing Immigrant Visas

September 30, 1999:

ODP closed, Refugee Resettlement Section (RRS) established to complete processing of ODP caseload.

April-May 2002:

INS team interviews 654 residual cases of former U.S. Government employees.

December 8, 2004: 

The McCain Amendment extension is signed into law as part of H.R. 4818

September 30, 2005:

McCain Amendment expires

November 14, 2005 

: 

The McCain Amendment extension is signed into law as part of H.R. 3320 
November 15, 2005: 

Humanitarian Resettlement (HR) is announced by the governments of the United States and Vietnam
